Berlin, October 15, 2026
Schwarz Digits, the IT and digital division of Schwarz Group, and deepset, the Berlin-based company behind the open-source Haystack framework, are making Haystack Enterprise Platform available on STACKIT, effective immediately. This provides public-sector organisations with an integrated environment for developing, operating and governing AI agents and applications entirely on European cloud infrastructure.
From Pilot Projects to Production
Public administrations want to use AI where it can meaningfully reduce employees’ workloads: answering questions about complex legal frameworks, reviewing applications for funding or social benefits, and searching extensive document collections. Yet many pilot projects never reach production. This is because models, data access, orchestration and deployment environments must align with budgets, data security, performance requirements and sovereignty needs. This joint offering brings these components together on sovereign European infrastructure.
Haystack Enterprise Platform provides the application and orchestration layer. Teams use it to develop, operate and monitor AI assistants, agents and document-based workflows from the first prototype through to production. Monitoring, evaluation and tracing of every agent step and access controls provide visibility into which model generated which answer, based on which data. This supports auditability and compliance processes, including those related to the EU AI Act.
The platform is built on Haystack, deepset’s open-source framework licensed under Apache 2.0. Its open, model-agnostic architecture allows organizations to select and replace AI models, data sources, tools and other components according to their use cases.
STACKIT provides sovereign cloud infrastructure. Its cloud services operate in Germany and Austria, and hold various certifications and attestations, including ISO/IEC 27001 and BSI C5 Type 2.
Expanding the Sovereign Platform & AI Stack
The collaboration builds on the Sovereign Stack developed by STACKIT and Codesphere, adding deepset's AI application and orchestration layer. Collectively, these three partners comprise the Sovereign Platform & AI Stack (SPA-Stack): a modular, cross-industry architectural standard for sovereign platforms and AI systems. The SPA-Stack combines three complementary layers: STACKIT provides sovereign European cloud infrastructure, Codesphere provides a vendor-neutral multi-cloud runtime that enables applications to run portably across infrastructures, and deepset provides an open application and orchestration layer for AI agents and applications via Haystack Enterprise Platform. These layers combine to form an end-to-end stack that spans infrastructure, runtime, deployment and the AI application.
“Digital sovereignty does not end at the infrastructure layer. Anyone who wants to put AI into production must also be able to control how applications are operated, the models they use and the data they access. With Haystack Enterprise Platform, we are adding an open AI application layer to STACKIT, enabling public authorities to develop and operate AI agents entirely on STACKIT from prototype to production. Together with Codesphere, this creates an end-to-end sovereign stack,” says Claudia Alsdorf, Head of Business Development at Schwarz Digits.
“Public administrations across Europe want to move AI from pilot projects into everyday use. An open orchestration layer is essential for flexibly connecting and managing models, data and applications. With STACKIT, we combine this technological freedom of choice with sovereign European infrastructure,” says Milos Rusic, CEO and co-founder of deepset.
Experience in the European Public Sector
deepset’s technology is already in use by various public institutions. At the European Commission, the Haystack Enterprise Platform forms the basis of the AI@EC platform used by around 32,000 employees. In Baden-Württemberg, the state administration’s open-source AI assistant, F13, is also built on Haystack. deepset developed an application for the district of Borken through the Agentic AI Hub of the Federal Ministry for Digital Transformation and Government Modernisation (BMDS) that reduced the processing time of automated review steps for long-term care assistance applications by around 35 per cent. The Haystack Enterprise Platform on STACKIT is also used for various AI components at the Research Allowance Certification Office (BSFZ) of the Federal Ministry of Research, Technology and Space (BMFTR).
In April 2026, the European Commission selected STACKIT as one of four providers of sovereign cloud services to EU institutions and agencies. STACKIT is also part of a consortium that was awarded a contract to provide the cloud infrastructure for the BMDS’s new AI platform.
The Haystack Enterprise Platform is now available on STACKIT. This offering is intended for public administrations at the European, federal, state, and municipal levels, as well as organisations in public security and defence.
STACKIT and deepset are presenting this joint offering at the Smart Country Convention in Berlin from 13 to 15 October 2026, at booth 202 in Hall 27 (STACKIT) and booth 531 in Hall 26 (deepset).
